Understanding the
mobile Mexican Consulates
and
the danger of the Matricula Consular I.D. card
Please read this letter and study the links to gain insight into
the problem. Nobody said it would be easy, but it's worth the

My letter to Warren County Sheriff Gaines:
Saturday, the 13th of November, the Mexican Consulate is setting
up in The Presbyterian Church, 1003 State Street, Bowling Green,

This "mobile" consulate is acting outside of the bounds of the
Vienna Convention on Consular Affairs, ratified in 1969 by the
U.S. Senate. Here is a link to this treaty for you to review

practice began at least 8 years ago, but has never been within the
bounds of the treaty. Most nations have signed this treaty and no
other host nation that I am aware of allows the use of mobile
consulates. Only Mexico and a few Latin American nations are using
mobile consulates to service their many nationals in our country.
According to the treaty, consulate territory and buildings must be
used solely for consulate affairs and are virtually the property
of that guest nation (state). The Department of State must approve
all consulate sites. All mobile sites are outside the bounds of
those rules. Also, many times, other organizations are
accompanying the consulates and setting up on the same site,
contrary to the treaty.
Our second concern, and a concern for all Americans, is that the
Mexican consulate is giving out Matricula Consular cards to
illegal aliens who have no legitimate U.S. documents. Legal
immigrants have visas and green cards if they work here and have
no need for this "Matricula." This card is not viable even in
Mexico. Only some banks in the U.S. accept them, but 12 or 13
states allow them for Mexican illegals to obtain driver's
licenses. Their main purpose is to help illegal aliens start bank
accounts and have some "legitimate" id from their country of
origin. However, the FBI has reported that these cards are

The third and main concern, is that Mexico is subverting and
violating U.S. Immigration law by aiding illegal aliens within our

Their country benefits from their nationals having access to U.S.
banks, as billions of dollars are sent to Mexico every year from
illegal aliens in the U.S. We believe this is a criminal offense
far worse than what many of the individual illegal aliens are
doing. However, illegal alien crime is at a staggering rate in the
U.S. and these Matricula cards are helping many criminals hide
from the law and launder their money. Obtaining the Matricula is
very easy and criminals have been found with multiple cards having

Though this is the home church of Senator Elect Rand Paul, Dr.
Paul responded to my query noting his dismay and lack of knowledge
of this happening at his church. He has, after all, been on the
campaign trail for about a year. He promised to do all he can to
change this situation in the future and stop these mobile
consulates and ban the acceptance of the Matricula. This event is
being put on by some para-church organization and is not on the
official calendar of the Presbyterian Church. It is doubtful that
most members are aware of it happening.
